Puerto Rico adopts land-use plan to regulate development

SAN JUAN, Puerto Rico (AP) — Puerto Rico’s governor has signed a land-use plan that aims to regulate development and protect the U.S. territory’s natural resources.

Alejandro Garcia Padilla says the plan identifies land according to its historical, agricultural, rural or urban value. He said Thursday that for decades Puerto Rico has been developed in an inconsistent way because there was no land-use plan.

He said the plan promotes more walkable cities and the use of mass transportation. Garcia said it also protects 600,000 acres (243,000 hectares) of agricultural lands and will help the island prepare for climate change.
