ECSU offers students app to report, record crimes

ELIZABETH CITY, N.C. (AP) — Elizabeth City State University is offering a free phone app that allows students to quickly report a crime and show video as it’s happening.

The Virginian-Pilot reports ( the app came about after a student in 2013 reported a sexual assault to Elizabeth City police, saying the crime had been ignored by campus authorities.

Campus police Captain David Prevatte says when the user activates the app, a signal automatically goes to campus police with details of where and from whom the report originated. Live video from the phone is transmitted to campus police.

The university made other changes since 2013, including offering safety classes for students and hiring off-duty police for night patrols.

Prevatte says campus sex offenses have fallen to one so far in 2015 from four in 2013.
