Debates over Topsail dunes and rebuilding homes

NORTH TOPSAIL, N.C. (WNCT) – Decades after storms devastated Topsail Beach the beach is now bouncing back. Landowners say it’s time to rebuild their homes but neighbors say that will start the cycle all over again.
Owning a beach home with an ocean view is a dream for many, but after storms ruined the sand dunes along Topsail Beach neighbors say building on the sand dunes is a clear violation of the law.
Buck Taylor, a 20-year resident of Topsail Beach says “A sign says keep off the dunes to preserve and protect. That means they don’t want you to walk on there because it will endanger the dune, but if you take look about twenty feet away they’ve punched a hole right through the dune.”
A contractor building a new home for a family whole previous house along the dunes was washed away by storms in the 80’s say they have every right to build.
Commissioner Julian Bone says over 24 million dollars was spent to restore Topsail Beach and the sand dunes are in no condition to sustain housing.
While James currently has the proper permits to build, the town is now considering changing the rules to limit further development along a strip of dunes with nearly 30 lots.
The commissioner says the meeting will be re-scheduled to August 12th to discuss the new requirements proposed for building on the sand dunes.
